The tune obviously makes a big difference, and octane in the fuel is a large factor as well. You don't need a tune for the downpipe and you don't need a downpipe if you're tuned. That being said, without a tune you'll get CEL and not a huge power gain with the dp. And if you get the tune, you'll get more power but be limited with the stock dp.
